Subject to the specified conditions and restrictions, if any insured postal item or any part thereof is lost or damaged while in transit, Nepal is liable to compensate the sender of the postal item not exceeding the insured amount. It will be the government. But under no circumstances should compensation exceed the actual value of the lost or damaged item.
